For Grant Administrative Services Related to a
FFY 2021-2022 Community Development Block Grant (CDBG)
The Town of Interlachen, Florida, requests proposals from qualified individuals or firms interested in providing grant administration services related to the Town’s recently received FFY 2021-2022 Florida Small Cities Community Development Block Grant (CDBG) in the Neighborhood Revitalization category. The Town has been awarded a CDBG Grant in the amount of $650,000.00 for the FFY 2021-2022 funding cycle; therefore, procurement and contracting will follow CDBG regulations. Additional services may be requested of the consultant on an ongoing basis to research and make applications for funding from other public grant or loan sources and to main additional grant and/or loan projects obtained by the Town at the discretion of the Town Council.
Administration services will include complete management and reporting for the project, with separate tracking for each funding source. A scope of work outlining the task to be performed in managing the CDBG Neighborhood Revitalization Grant and a proposed cost must be included in the proposal.
The evaluation criteria that will be utilized in the selection of a grant administrator are as follows:
- The number of years of experience of the consultants’ staff with administering CDBG Neighborhood Revitalization, Housing Rehabilitation, Commercial Revitalization and Economic Development grants funded through the State of Florida Department of Community Affairs and/or the Florida Department of Economic Opportunity. 20 points
- The number of years of experience of the firms’ management group with the State of Florida Community Development Block Grant Program. 20 points
- The firms’ approach to meeting local project needs including an outline of the tasks to be performed and the thoroughness of the approach presented. 20 points
- Number of favorable client reference letters dated calendar year 2011 or later, provided from other communities. Please note, only one (1) letter per community will be accepted. 20 points
- The quality of the response from the client references provided from other communities. 15 points
- Fee or proposed fee basis. 5 Points
During this RFP process any intentional omissions, alterations or false representations will be grounds for rejection of any proposal.

In compliance with the Florida Sunshine Amendment and Code of Ethics, the Town of Interlachen strictly enforces open and fair competition in its RFPs. In accordance with Section 287.133, FS, a person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a proposal on a contract to provide services to a public entity. The Town of Interlachen reserves the right to request clarification of any information submitted by responding firms. The Town Council, with a suitable basis provided by law, reserves the right to reject any and all proposals and to waive any informalities or irregularities in the proposal process. CDBG and other program contracts. Either single or separate as required by each program are subject to grant awards and the release of funds by respective funding agencies.
Consultants shall submit one (1) original and eleven (11) copies, plus one electronic copy of their proposals to the above-referenced contact person and address in a sealed package clearly marked “SEALED PROPOSAL FOR CDBG GRANT ADMINISTRATIVE SERVICES”, no later than 3:00 p.m. on Friday, March 3, 2023. Proposals will be publicly opened at 3:15 p.m., on Friday, March 3, 2023, in the Town Clerk’s Office at the above-referenced address. Evaluation and selection will occur in accordance with the appropriate requirements at 6:00 p.m. on Tuesday, March 14, 2023, in the Town Council meeting chambers located at the above-referenced address. At the discretion of the Town Council, responders may be asked to give a short presentation/interview as part of the selection process.

Request for Qualifications – Engineering Services
The Town of Interlachen, Florida requests proposals from qualified individuals or firms to provide Engineering Services for a State of Florida Small Cities Community Development Block Grant (CDBG) under combined Federal Fiscal Year 2021 and Federal Fiscal Year 2022 application cycle and if funds are not awarded under the combined FFY 2021 and FFY 2022 application cycle, the selected Engineering Firm will be utilized for a project in a supplemental cycle and/or FFY 2023 application cycle.
Engineering services may include preliminary engineering, topographic surveying, testing, engineering design, cost estimating, permitting, contractor bidding coordination, construction administration, and resident observation.

Proposals will be considered on an equal competitive basis. No proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction of a public entity crime. Proposals for services will be evaluated in accordance with the requirements of Florida Statutes 287.055, the Consultants’ Competitive Negotiation Act, using the following scoring criteria:
Engineering Services:
- Knowledge of State & Federal Rules Governing the CDBG Program as well as Other Grant Programs; 30 points
- Experience with Projects Funded through CDBG, USDA, FDEP and other Grant Programs; 30 points
- Experience with Municipal Engineering Projects; 10 points
- Management and Staffing; 10 points
- Approach to Task; 10 points
- Ability to Become Quickly Familiar with Local Conditions; 10 points
Engineering fees will be negotiated after ranking, in compliance with the Florida Consultants’ Competitive Negotiation Act.
An original and eleven (11) copies of sealed proposals, plus one electronic copy, marked “RFQ for Consulting Engineering/CDBG Services” must be received by 3:00 p.m., Friday, March 3, 2023, at Town of Interlachen Town Hall, 311 Atlantic Avenue, Interlachen, Florida 32148.
Proposals will be opened at 3:15 p.m., on Friday, March 3, 2023, and evaluation and selection will occur in accordance with CDBG requirements at 6:00 p.m. on Tuesday, March 14, 2023, in the Town Council meeting chambers located at the above-referenced address. The Town of Interlachen, Florida reserves the right to reject any or all proposals, to waive any minor informalities or minor irregularities in the proposal process, all things being considered equal.
